New Policy – Under the latest policy implemented by the Ministry of Public Works, the Gilimanuk-Mengwi toll road project underwent significant adjustments to address challenges in attracting investors. Originally planned as a 90-kilometer (KM) infrastructure, the project’s scope was reduced to 42 KM, starting from Pekutatan instead of Gilimanuk. This shift, according to Ni Komang Rasminiati, the Acting Director General of Infrastructure Financing at the Ministry of Public Works, aims to align the project with current market demands and streamline the investment process. “The new policy has prompted a reassessment of the project’s initial boundaries, focusing on areas with higher potential for development and profitability,” she explained during a press briefing in Jakarta on June 5, 2026.

“The initial project spanned from Gilimanuk to Mengwi, covering approximately 90 KM. With the new policy, we are now rescooping the project to target a shorter stretch from Pekutatan to Mengwi, which spans around 42 KM,” said Komang. This adjustment was made to ensure the project’s feasibility and to better meet the needs of stakeholders, particularly the private sector, which plays a crucial role in infrastructure financing. “By narrowing the scope, we hope to enhance the project’s appeal to investors and reduce the overall capital expenditure (capex) required,” she added.

Among the key factors influencing this decision is the Ministry’s focus on optimizing the use of public funds through the new policy. The reduction in length is expected to lower construction costs and operational expenses, making the project more attractive for investors. Komang emphasized that the policy also encourages a more strategic approach to infrastructure planning, ensuring that resources are allocated efficiently. “The new policy emphasizes transparency and competitiveness in project development, which is essential for long-term sustainability,” she noted. This strategy aims to accelerate the completion of the toll road while maintaining quality and economic viability.

Evaluasi Dokumen Perizinan

As part of the new policy, the Ministry of Public Works has also initiated a comprehensive review of all necessary documents for the project’s approval. This includes revisiting the feasibility study (FS), environmental impact assessments (Amdal), and traffic analysis reports. “The policy requires that every aspect of the project be thoroughly evaluated to ensure compliance with modern standards and investor expectations,” Komang stated. The updated feasibility study, which was initially prepared in 2025, has been revised to reflect the new parameters of the project. “We are working closely with various agencies to finalize the documents, which will then be presented for tendering,” she explained.

One of the primary benefits of the new policy is the ability to adapt to changing economic conditions and investor preferences. By shortening the project’s length, the Ministry hopes to mitigate risks associated with lengthy timelines and uncertain market conditions. “The policy allows for flexibility in project design, which is vital in today’s dynamic environment,” Komang highlighted. This approach also supports the broader goal of improving Indonesia’s infrastructure development by prioritizing projects with higher returns and shorter implementation periods. The rescooping of the Gilimanuk-Mengwi toll road is a testament to how the new policy is being applied to real-world scenarios to achieve these objectives.

The new policy has been instrumental in shaping the investment landscape for infrastructure projects across Indonesia. This partnership is a direct result of the new policy, which facilitates collaboration between different government bodies to expedite project development. “The Ministry of Finance will oversee the preparation of the project, assigning BUMN entities to manage the process,” Komang noted. This dual approach not only speeds up the implementation but also ensures that projects like Getaci are financially robust and aligned with national economic strategies. The success of Getaci under the new policy has set a precedent for similar initiatives, including the Gilimanuk-Mengwi toll road.

Moreover, the new policy has been pivotal in addressing the challenges of securing adequate funding for large-scale infrastructure projects. By allowing for rescooping and adjusting project parameters, the Ministry has been able to reduce financial risks and improve the chances of securing investor commitments. “This policy has enabled us to rethink the structure of projects, ensuring that they are more adaptable and responsive to market dynamics,” Komang added.
